New instrument replaces 2020 version
The Migration (Australian Values Statement for Public Interest Criterion 4019) Instrument 2025 (LIN 25/086) officially replaced the 2020 instrument. This update keeps the existing Australian Values Statement in place but expands the list of visa subclasses that must comply
Expanded coverage for visa applicants
All applicants for certain temporary and permanent visas must sign the Australian Values Statement under Public Interest Criterion (PIC) 4019. The 2025 update adds the Resolution of Status visa (Subclass 851) to the permanent visa subclasses covered by the requirement
Core principles remain unchanged
The content of the statement itself remains the same. Applicants are still asked to commit to principles such as:
- Respect for individual freedom and dignity
- Freedom of religion, speech and association
- Equality of opportunity
- The rule of law and parliamentary democracy
- Learning English and understanding Australian citizenship requirements
Why the update matters
Including the Subclass 851 visa in PIC 4019 reinforces the government’s intent to embed Australian values across all permanent migration pathways. It also aligns the drafting of the instrument with the current Office of Parliamentary Counsel practice, improving clarity and consistency across migration law.
